The Works Affairs also provides infrastructure in accordance with the legal frameworks set out in the National Strategic Master Plan for Bahrain,outlook 2030.

The Works Affairs is the construction arm of the government of the Kingdom of Bahrain, and has oversight in the following areas, in accordance with the Master Plan:

The Works Affairs aims to provide physical infrastructure that improves the quality of life for all residents of Bahrain. This infrastructure supports national development goals by maximizing the potential of the Kingdom for economic progress. This economic diversification is complemented by increased allocation of funds for community development projects and improvement of existing infrastructure.

The Ministry is committed to constantly improving its service offering to the Kingdom. This objective is achieved through longterm research which addresses a range of complex technical issues that Bahrain faces in the modern world. For example, an Integrated Transport Study is underway to find long-term sustainable solutions to address vehicle saturation on Bahrain’s roads.

The Ministry is also tasked with addressing environmental issues in relation to sewerage. One of its significant achievements has been the Treated Sewerage Effluent (TSE) Project. Developments are also underway for a national storm drainage plan and sewerage plants in all governorates.

It is my pride to announce the great progress achieved in the infrastructure projects across the Kingdom of Bahrain, which confirms the ministry’s keenness to continue the boom process through the implementation of infrastructure projects, where this year’s achievements have been remarkable in its three sectors (Roads, Sanitation, Constructions and Maintenance Projects).

The Ministry has continued its approach for providing its services to everyone in the Kingdom, where 182 tenders were submitted and awarded during 2019 within the government’s work plan for the years 2018 and 2019 budget cycle, and the Gulf Development Program projects.

Works Affairs (Ministry of Works, Municipalities Affairs and Urban Planning) is responsible for the construction and the development of the Kingdom’s infrastructure, The Ministry continues to complete its strategic and developmental projects which aims to upgrade the Kingdom of Bahrain’s infrastructure.Works Affairs has devoted the year 2019 for the implantation of structured plan to develop the road network until the year 2021 through strategic goals aiming to lessen the traffic congestion and increase the level of traffic safety throughout the Kingdom, as well as easing the ability to reach various areas in the Kingdom while encouraging private investors and promoting community partnership.As for the Sanitary Engineering sector, Works Affairs has worked on providing sewage treatment plants throughout the Kingdom to provide a healthy environment and p best Sanitary services for the citizens and residents. Works Affairs has accomplished a lot in the year 2019, such connecting houses and private properties with the needed sanitary networks.
As for the Construction Projects and Maintenance Sector; Works Affairs has implemented several governmental projects like schools and social centers and other governmental buildings.With respect to sustainability of government buildings and maintaining its life span and considering the safety of its users; Works Affairs has maintained several governmental schools and facilities through Building Maintenance Directorate taking into consideration the application of quality standards and specifications for green buildings.These projects reflect the continuity of Works Affairs’ construction and development process under the guidance of good leadership and the support of the esteemed government.

- An Imaginary Picture of the Fourth Bridge Project -

The Government of Bahrain as represented by the Ministry of Works, Municipality Affairs and Urban Planning are augmenting the existing road network by developing new road corridors to support the rapidly expanding economy of the Kingdom. This includes North Manama Causeway Phase-2 and Busaiteen Link project, of which the first phase (Package 1) consists of reclamation, rock revetment edge protection and diversion of existing outfalls, for a section of Muharraq Ring Road Phase-2, located on the northern shoreline of the district of Al Dayr.

This project is financed by Saudi Fund for Development (SFD)-Kingdom of Saudi Arabia for the General filling works, reclamation, Dredging and marine works. Area Reclaimed with a length of the corridor: 460,206 M2 this includes instructed additional works. (Centre line road corridor length – 3245m).

The Fourth Expansion Project of Tubli Sewage Treatment Plant (TUBLI Water Pollution Control Center TWPCC) is one of the greatest and most important challenges in the Kingdom of Bahrain. This project will be implemented within the Gulf Development Program by co-financing of the Saudi Fund for Development and the Kuwait Fund for Economic Development. The capacity of the Inlet Pumping Station to receive the Influent Sewage and the treatment capacity of TWPCC will be increased from 200 thousand cubic meters to 400 thousand cubic meters per day. This means that the Plant will produce 400,000 cubic meters of Treated Sewage Effluent (TSE) per day, which will be suitable for Agricultural Use and Landscaping.

Central Planning Office

The Central Planning Office (CPO) is responsible for the management of a collaborative business model for the coordination of the Planning, Design, Construction and Asset Protection of all physical infrastructures including private infrastructure in the Kingdom of Bahrain (approximately 400,000 transactions per year).

Project Management Office

The Ministry of Works, Municipalities Affairs and Urban Planning has established the PMO as a Centre of Excellence in project management in 2008. H.E the Minister has approved the PMO as a Support Office; act as the source of documentation, guidance and metrics of best practices of project management using the Enterprise-wide Project Management System (PMS).

Strategy Planning Section

The Strategy Planning Office governs the Strategy development process, which includes strategy formulation, implementation and execution including strategic risk management.

Quality Management Section and Business Process Reengineering group

The Quality Management Section (QMS) serves as the Ministry’s center of compliance with the international ISO standards. It ensures that the business processes and services are fit for their purpose and are in compliance to meet the internal and the external requirements.
The Business Process Reengineering group act as an axillary to the QMS in executing the change initiatives. It helps the directorates of the Ministry to rethink and questions the current status quo to fundamentally transform it to achieve dramatic results.

Special Projects Office

Special Projects Office (SPO) was established some 40 years ago to manage projects of an urgent, unusual or special nature. SPO’s role is to manage projects from inception to handover and beyond. A particular service provided by SPO is to assist the “client” or end user to develop project requirements, identify particular issues and give initial advice on cost.

Internal Audit Section

The Internal Audit Section was established in 2009 at the Ministry’s Works Affairs, reporting directly to H.E. the Minister. Audit Committee of the Ministry of Works Affairs was established subsequently to have oversight role in administering function of Internal Audit as a part of Ministry’s Governance Process. The Internal Audit Section operates based on approved audit plan by Audit Committee and H.E. the Minister. The Internal Audit Section carries out Risk Based Audit with emphasis on Projects and Process Audit of various Sectors of the Ministry.
