Performance 2019

  • Traffic Planning & Studies Section

    Major Transport Studies:
    Traffic Planning and Studies Section has the following ongoing traffic studies (29 project) for upgrading and improving a number of major strategic roads projects as listed below:
    • Upgrading and improvements of a number of strategic roads such as: Al Fateh Highway, Sheikh Jaber Al-Ahmad Al-Subah Highway, Sheikh Khalifa Bin Salman Highway, Sheikh Isa Bin Salman Highway, Sheikh Zayed Highway, Busaiteen Link, Bahrain International Airport (BIA), Bahrain Gas Junction, East Hidd Housing Access Roads, South Hidd, Highway-96, Wadi Al Buhair Access Roads Consultancy, South Bahrain Loop Road, and Sheikh Salman Highway Widening.
    • Preparing the Terms of Reference for number of projects such as Bahrain Northern Link Road TOR, East Sitra Link, Bahrain Road Law, King Faisal Highway Upgrade, and Saar Traffic Study.
    • Cooperate with the Ministry of Transport in studying the improvement of public transport, Light Rail Transit and GCC Railway Projects.

  • Traffic Impact Assessment Studies:

    In cooperation with Urban Planning and Development Authority, the Directorate has studied 26 applications to assess the traffic impacts of current and future traffic on a number of investment and government projects in the Kingdom, include Marsa Al Seef, Euro University, Salmabad Development etc.

  • Applications Received Through CPO:

    Traffic Planning and Studies Section successfully completed approximately 755 applications for planning and other consultancy includes requests and consultations from the Survey and Land Registry Authority, the Corner Purchasing Committee, and Urban Planning and Development Authority, Central Planning Office, Ministry of Housing, and other service organizations (Telecommunications Authority, Electricity and Water Authority, Batelco, Bapco, etc).

  • Review of major HPD and Planning Permission Consultations:

    1. Planning Permission consultation for Hasabi Development, Durrat Al Bahrain.
    2. Planning Permission consultation for development of 30 Townhouses with All Infrastructure, Hamad Town ( HPPDD/4/2019)
    3. Planning Permission consultation for development of 400 Townhouses with Infrastructure phase 2 A , Khalifa Town block 957 (HPPDD/2 /2019)
    4. Planning Permission consultation for development of social housing project comprising 124 villas in Al Riffa Al Shamali Block 934 ( CPO/ 3/2019)
    5. Planning permission consultation for Development of Asset 13B, Diyar Al Muharraq (DYAM/3/2017)
    6. Planning permission consultation for GCC rail, Ministry of Transport, ( MOT/1/2019 & MOT/2/2019)

  • Other Consultations:

    Traffic Studies and Planning completed 117 requests from municipal councils, 295 requests from citizens and private companies, 48 requests for fuel stations, 17 consultations to review roads Master Plan, 105 public consultations from various governmental institutions and 31 consultations from private sector, 348 applications for building permits and work permits.

  • Roads Design section

    Detailed Design Group (A)

    Detail design group has carried out a numerous number of major road improvement/maintenance design projects throughout the Kingdom of Bahrain. Although, group (A) consists of limited design engineers, however they have proven their capabilities in accomplishing a number of projects in-house and reducing the need to hire external design consultants. This year alone Group (A) has managed to finish/handover the design of more than 16 major schemes costing about BD 15.00 million to the Roads projects and Maintenance Directorate of the Ministry of Works for implementation.

  • Quick Win Projects:

    Under HRH, the Crown prince Initiative a number of urgent projects are identified throughout the Kingdom to provide immediate relief to traffic at highly congested locations. Detailed Design Group (A) again leads the Ministry of Works effort to accomplish this initiative (Quick Win Projects) in-house on priority basis. This year so far Group (A) has completed/handover 10 Quick Win Projects costing about BD 3.910 million to the Roads projects and Maintenance Directorate of the Ministry of Works for implementation.

  • Support to other Directorates:

    Detailed Design Group (A) plays an active role to help other directorates within the Ministry of Works with their roads/parking design needs hence reducing their reliance on external design consultants. Recently this year Group (A) provided Detailed Design support for three number Construction Projects Directorate (CPD) projects in terms of internal roads/ parking facilities for schemes like Social Welfare Centre in Hamad town and Comprehensive Social Services in Isa Town.

  • Support to other Ministries:

    In addition to all duties and work assigned to Detailed Design Group (A), they have never hesitated in providing their full support to other Ministries as well in terms of Roads design including storm water drainage design. Currently Group (A) have provided technical support to find solutions for the surface water accumulation at different public associations including the public traffic directorate, police fort at the Ministry of Interior in addition to car-parking design which has been undertaken for the University of Bahrain in Sakhir, Ministry of Information Affairs and Works Affairs at the Ministry of Interior.

  • Support Ministry’s Strategic Projects:

    Even though Detailed Design Group (A) try to take most of the work load given to them however still some work has to be passed on to external design Consultants especially for big road schemes funded by other GCC countries. Even in this case Group (A) plays an important and pivotal role in Design vetting and compliance of the Consultants work with Ministry of Work’s road design standards. Detailed Design Group (A) continues to provide Design review for a number of strategic roads projects including North Manama Causeway Phase 2 & Busaiteen link (BD 321.0 million) and widening & upgrading of Shaikh Jabur Al Ahmed Al Sabah (SJAS) Highway to motor way standards (BD 81.5 million. In addition, Group (A) has reviewed the design of Bahrain International Airport (BIA) Improvement (BD 30.5 million) and East Hidd housing access road and junctions (200 million).

  • Detail Design Group (B)

    This group is responsible of Opening of new roads (OOR) projects. OOR projects are a key requirement to connect the unpaved roads to the Roads Network in the kingdom and to serve the newly developed residential areas which makes these projects on a high demand. RDS section has completed over 28 OOR projects in the year 2019.
    In 2019 RDS received, Studied, and issued over a 1254 request which were applied online through the ministry website.
    The detail design group-B is responsible of studying the Private Sector Reclamation (PSR) requests, in 2019, 9 requests were processed by this group.
    Since the National complaints system (TAWASUL) was launched, a massive number of complaints related to Roads construction/improvement were received, in the year 2019 over 400 complaints were studied and replied.

  • Engineering Support Group:

    This group is providing a great support to the detail design projects in studying Lands issues including land acquisition of the private plots interfering with Roads Projects and also studying the compensation for the landowner in both ways financial and by re-planning. In addition to that, this group is responsible for approving the building permits on behalf of Roads Sector.

  • Design Project Supervision & Audit Group

    Retained Consultancy Contract with Mott MacDonald was completed in 2018 while the contract with URS/AECOM is scheduled to complete by the end of 2019. However, several projects undertaken by these two consultants as well as other consultants are currently under construction or tendering stage, therefore the group was engaged in providing final designs and design support services on those projects

    • Bahrain Roads Design Manual (BRDM)
    Bahrain Roads Design Manual is an important initiative under RPDD’s strategic Plan and has been identified as a key requirement for improving the performance of RPDD services and to ensure safe and sustainable roads design in the Kingdom in compliance with the world’s best standards. The launch ceremony of BRDM was done in 2018 and the final document for distribution received in 2019.

    • Initiation of new projects:

    1- Bahrain Urban Street Design Manual:
    Several presentations and TOR was prepared during this year, but the project on hold as the quotations received were very high.
    2- Widening of Riffa Avenue and Wali Al Ahed Avenue:
    TOR was prepared, and the Tender was issued. However, this project was kept on hold due to unavailability of pipeline corridor.
    3- New Retained Consultant:
    As the workload of the Road Design Section is very high, it was agreed that two new retained Consultants shall be appointed. Accordingly, the TOR was prepared and submitted for MOF approval. Currently coordinating with MOF on approval.

  • Traffic Engineering Section

    Traffic Safety group

    Road Safety Audit Stages
    The Road Safety Audit procedures were formalize by sitting guideline procedure and conducting several educational sessions for the Road Sector Staff. This will insure all road projects are equipped with road safety requirement to enhance traffic safety. The Directorate received and produced more than 165 audit reports. Awareness on the RSA and it procedure have increased among the engineers. These were reflect in the compliance report for each stages of audit. The percentage of compliance to the audit had shown a dropdown (65%).

  • Fatal & Serious Accidents Investigation

    Aims to study the main causes of each fatal and serious accident and carry out traffic surveys and analysis the accident in order to come out with recommendation(s) to prevent and reduce number of fatal and serious accidents in future and to improve the road network. 43 fatal accidents were occurred in 2019.

  • Traffic Signal & ITS Group

    • 1. Traffic Signals Installation
    The total number of signalized intersections in Bahrain is now (368). This year, the Group has commissioned fourteen (14) new traffic signals and many junctions were opened to public after renovation. Construction works are progressing for 28 new junctions and pedestrian crossings.

  • Traffic Signals Maintenance

    A total of 2,654 traffic signal service requests were received through different sources during this period. Apart from designing, commissioning and fault fixing, the Group is also responsible for routine maintenance of traffic signals. The routine maintenance includes cleaning and replacing damaged traffic signal street furniture. This work is carried out through two local contractors supervised by our experienced staffs. This year for the routine maintenance, the Group had spent BD 126,787 /-.

  • Smart Solutions – Flashing Green

    In 2019, as part of improving safety at the signalized junctions, flashing green was introduced at some critical junctions. Currently, 32 intersections are operating with flashing green.

  • ITS Infrastructure developments

    All the Roads projects are designed and constructed with traffic signals and ITS communication duct network. Wherever deemed necessary, supply & installation of Variable Message Signs (VMS) and Optical Fibre Cable (OFC) network are being included in the scope of improvement projects.

  • Variable Message Signs (VMS)

    Variable Message Signs (VMS) offers the ability to convey information to drivers by concise visual media – Pictograms and Multilanguage text. It allows for driver re-routing in the event of an incident occurring upstream, reducing congestion, secondary accidents and journey times. In 2019, the first two VMSs in Bahrain were installed on Dry Dock Highway.
    Currently, four standard safety-warning messages stored in the VMS are displayed in a loop. Two more VMSs will be installed by end of 2019, one each on King Hamad Highway and Al Muaskar Highway as part of Alba and Nuwaidrat Interchanges Project. In addition, by mid next year eight more VMSs will be installed as part of the ongoing Saar Interchange Improvement and Sh Zayed Highway Improvement projects.

  • Optical Fibre Cable Network

    Ministry of Works is working towards connecting all signals in Bahrain to the Traffic Signal Control Centre using fibre. The same network will be used for connecting Variable Message Signs and other future Intelligent Transportation Systems (ITS). At present (19) junctions are connected using Ministry’s fibre network.

Improvement of Sitra Avenue – Mohammed Bin Khalifa Bin Salman Al Khalifa Cardiac Centre-Awali Block 945

Project’s Scope of Work:

The works comprise the improvement of 2.758 Lane km of single carriageway to a dual carriageway. The construction works include asphalt paving, footpath construction, major storm water drainage network, improved street lighting facilities, utilities ducts, road marking and signs installation related to road works.

This will provide main access to Mohammed Bin Khalifa Bin Salman Al Khalifa Cardiac Center.

Improvement Of Saar Avenue

Project’s Scope of Work:

The works comprise the improvement of Saar Avenue and the junction to Avenue 35, with a total length of 13.88 lane-kilometers. The main feature of the scheme is to convert the existing single (two-way) carriageway into dual carriageways separated by kerbed median island. Other works include provision of parking bays, drainage network, ducts, footpath construction, installation and relocation of street lighting and other utility works.

Adliya Block 338 Improvements: Phase 3 and 4

Project’s Scope of Work:

The project is the improvement of some of the roads in Block 338, Adliya with aesthetic landscaping features consisting of block paved carriageways & footpaths using multi-color specialized paving. The approximate total length of the project is 2.434 lane km. The scope of work also includes storm water drainage system and road safety features.

Village Roads Improvements Projects

Zallaq: Improvement of Roads in Block 1056

Project’s Scope of Work:

The project is the reconstruction and improvement of existing residential roads & walkways in Zallaq: Block 1056 with a total road length of 8.4 lane-km and serving 229 plots. Including in the scope of works is the SEPPD’s rehabilitation of Foul Sewerage Networks – Phase-1, Areas E4B & E4C.

Project’s Scope of Work:

Widening of North Bound Carriageway of Sh Khalifa Bin Salman Highway from Avenue 6 to Wali Al Ahed Highway Flyover – Phase 2
(Improvement of SKBS Highway /Avenue 6 Junction)

Project’s Scope of Work:

The project comprises of the widening of the north bound carriageway of Sh Khalifa Bin Salman Highway (SKBSH) from east side of Avenue 6 interchange junction to Wali Al Ahed Flyover. The new widening areas of the road comprises of 300mm sub-base layer, 200mm road base layer, 2 layers of 60 mm B20 asphalt base course and a layer of 60 mm GW20 asphalt wearing course. Works include the improvement of existing traffic signal system, realignment of footpaths, installation of new traffic safety barriers, road markings, installation of new traffic safety signs and gantry structures for information signs, and relocation and improvement to existing street lighting systems. Further improvement works include resurfacing (milling & over lay) of existing asphalt of the 3 lane carriageway of SKBH from the Ave 6 interchange northbound underpass to SKBSH/Wali Al Ahed Flyover. Also major parallel works of relocations and protections of respective plants to be carried out by WTD, ETD and WDD of EWA prior completion of the roads major work activities.

Project’s Scope of Work:

The project involves the construction of new access to Flour Mill from the newly constructed “Access to US Navy from Sh. Khalifa Bin Salman Causeway” with a length of 0.298 lane-kilometers. The works includes construction of carriageway; with 4 meters width for each direction having three layers of asphalt (2x60mm base course & 50mm wearing course). Kerbing, block paving, and installation of utility ducts are part of the scheme. Further, street lighting, safety fence and crash barriers, road marking, and traffic signs – will be installed, according to the Ministry of Works’ Standards.

Widening of Sh Isa bin Salman Hwy (South bound)

Project’s Scope of Work:

Project comprises widening of Sh Isa Bin Salman Hwy (eastbound – towards Mina Salman) from the bridge at Sh Salman Hwy to Bahrain Map junction (approx. 3.5km). Scope of work include: widening both sides of the southern carriageway, new drainage and street lighting, and relocation/protection of services (66KV, 11KV and Batelco).

Special Projects

SH. JABER AL AHMED AL SUBAH HIGHWAY UPGRADE PROGECT (ALBA & NUWAIDRAT INTERCHANGES)

Project’s Scope of Work:

The project aims to reduce congestion and pressure on Alba, Nuwaidrat and the roads connecting them to increase their absorption by transforming the current Alba roundabout into a intersection of 3 levels consisting of a traffic signal at ground level and a bridge at the first level of 3 lanes in each direction to provide free traffic flow Along the El Esteglal Highway and King Hamad Highway, and a one-way bridge from two lanes in the second level to convert traffic coming from Sh. Jaber Al Ahmed Al Subah Highway to King Hamad Highway freely. The project also includes the conversion of the former Nuwaidrat roundabout to a two-level intersection consisting of a traffic signal at ground level and a bridge at the first level of 3 lanes in each direction for free traffic flow along Sh. Jaber Al Ahmed Al Subah Highway. As well as the development and expansion of a large part of the streets of Sh. Jaber Al Ahmed Al Subah Highway, El Esteglal Highway, Al Muaskar Highway, King Hamad Highway up to Avenue 96 and reconstruct Avenue 15 south of the Nuwaidrat Interchange and the establishment of a new dual road linking the industrial area of Al Muamair to King Hamad Highway south of the Alba Interchange and improve the road leading to the oil refinery and the entrances and exits of the civil defense and the Bahrain Petroleum Company (Bapco).

The project included earthworks, piling works for the foundations and structures of the bridges, establishing a storm water network to serve the neighboring areas, installing the street lighting poles, doing all the work related to the roads and developing the sidewalks located within the road. The project also includes protection of existing services and conversion of some of them as high voltage Gas lines, water transmission lines and the establishment of ground channel crossings for future services.

The project aims to improve King Hamad Highway by widening it from two lanes to three lanes dual carriageway stretching from Avenue 96 to Askar Road. Furthermore, the project includes construction of access road complete with road furniture from Kingdom University to Al Estiglal Highway. The project in improvement of the median by constructing concrete barrier, drainage system and other road furniture (street lighting, tension beams).

WIDENING OF SH. KHALIFA BIN SALMAN HIGHWAY AND IMPROVEMENT OF ITS INTERSECTION WITH SH. ISA BIN SALMAN HIGHWAY (PHASE 1&2 – LEFT TURN FLYOVER)

Project’s Scope of Work:

The project aims to reduce congestion and pressure on the Kingdom’s main roads network for traffic from Sheikh Khalifa Bin Salman Highway westward to Sheikh Isa Bin Salman Highway easting by establishing a one-way flyover with free traffic flow. The project also includes the expansion of Sheikh Khalifa Bin Salman Highway to five lanes in both directions between the north end of Saar Interchange (Sheikh Isa Bin Salman Junction) and the south end of Budaiya Interchange (Al Qadam Junction). This project is one of the most important projects has being implemented by the Ministry with the support of the Saudi Fund for Development.

The project works includes drilling, piling works for the foundations and structures of the bridges, the establishment of a storm water network, installation of street lighting, the establishment of power stations to provide the necessary electricity and do all the work related to roads. Water lines diversion also includes and landscaping works.

BAHRAIN INTERNATIONAL AIRPORT ACCESS IMPROVEMENT STAGE 1 AND STAGE 2

Project’s Scope of Work:

The project aims to improve the existing road network to ensure smooth traffic and accessibility to the new Bahrain International Airport terminal, car parking and other associated facilities. During the Stage 1 of the project, the 2403 road opposite the new airport terminal has been rebuilt and turned into a one-way from west to east and connecting the road with flyover of the passenger hall which is being constructed by the airport project. In addition to that, the road has been widened to three main lanes and one lane as service road serving the secondary outlets on the southern side of the road. Stage 2 of the project will be the transformation of the current VIP roundabout to a signalized junction linked to Airport Avenue, Khalifa Al Kabeer Highway and Road 2403. This stage will extend to the departures roundabout which has ben removed and the road has connected into the first Stage.

The project includes earthworks, re-construction of the storm water system equipped with a pumping station to discharge the water in Dohat Arad Park, paving roads according to Kingdom of Bahrain standard to the asphalt layers, improvement of sidewalks, installation of street light poles, traffic signals and traffic signs. The project will include the protection of existing services and the provision of ground channel crossings for future use, in addition to the conversion of power cables 66 KV to 2403, currently running on the Khalifa Al-Kabeer Highway and Arad Avenue due to contrasting with the future development plan in Stage 3 of the same project.

BUSAITEEN LINK- IMPLEMENTATION OF PACKAGE 1 (RECLAMATION AND MARINE WORKS)

Project’s Scope of Work:

The Government of Bahrain as represented by the Ministry of Works, Municipality Affairs and Urban Planning are augmenting the existing road network by developing new road corridors to support the rapidly expanding economy of the Kingdom. This includes North Manama Causeway Phase-2 and Busaiteen Link project, of which the first phase (Package 1) consists of reclamation, rock revetment edge protection and diversion of existing outfalls, for a section of Muharraq Ring Road Phase-2, located on the northern shoreline of the district of Al Dayr. This project is financed by Saudi Fund for Development (SFD)-Kingdom of Saudi Arabia for the General filling works, reclamation, Dredging and marine works. Area Reclaimed with a length of the corridor: 460,206 M2 this includes instructed additional works. (Centre line road corridor length – 3245m) .Project has completed on time and within the Contract Sum without any claims.

The Government of Bahrain as represented by the Ministry of Works, Municipality Affairs and Urban Planning (MOWMAUP) intends to augment the existing road network by developing new road corridors to support the rapidly expanding economy of the Kingdom. The proposed corridors include the North Manama Causeway Phase-2 (NMC-2) and Busaiteen Link (that comprises of Fourth Crossing for Muharraq Governorate and Muharraq Ring Road Phase-2). Package 2 Works consists of filling, reclamation, rock revetment edge protection works, construction of culverts and diversion of existing outfalls for a section of Muharraq Ring Road Phase-2, the Busaiteen Link Road and Associated Roads (Busaiteen & Diyar Al Murharraq links), for MOWMAUP’s NMC-2 and Busaiteen Link project, from Muharraq North Shore to Bahrain Bay. Project is in progress.

Proposed Retaining wall at Riffa Block 901, Road 107

Project’s Scope of Work:

The project aims to establish a concrete retaining wall to support the construction of road 107 to be built immediately after the completion of the wall adjacent to the wall of the cemetery of the Hunaynah cemetery. As well as the activity is to carry out the slope protection works for the residential buildings in Block 901 in Riffa. The total length of the retaining wall is 270 meters.
Project works include the design of this wall, drilling, paving, concrete works and all related temporary works for the construction of this reinforced concrete wall.

There are 74 major bridge structures, 232 minor Structures and 98 signage gantries connecting the Major and Minor Highways in the Kingdom of Bahrain. The highway structures are major assets which need preventive, periodical and routine maintenance works to preserve the functional as well as structural integrity.

The maintenance works involves Cleaning, Concrete Repair works, Culvert Repair Works, Protective Coating works and Parapet repair works, Expansion Joint related works, Cathodic Protection and related works for Marine Structures. Also ancillary works like Embankment Repair Works, Stone Pitching Works, Water Proofing, Bridge Lighting works, Gantry Replacement works and Security Fencing & Warning Sign Board Installation Works.
