Special Projects Office (SPO) aims to manage urgent or special projects, such as the Bahrain’s embassies buildings, the National Theater, and the Parliament building.

Other projects also managed by Special Projects Office such as providing lighting at the Bahrain International Circuit. The new track lights specified to very high international standards. The total programme was around six months. The roof, running track, lights and public facilities at the National Stadium were finished in a very short time to provide a fitting venue for the Gulf Soccer tournament, which held in Bahrain.

Office Performance

SPO role is to manage projects from inception to handover and beyond. A particular service is to assist the “Client” or end user to develop project requirements, identify particular issues to be resolved and give initial advice on cost.
Clients now include the Ministry of Foreign affairs, Education, Youth and Sports Affairs, Municipality Affairs and the Bahrain Future Generations Fund, and others.

Many of the projects for the Ministry of Foreign Affairs are overseas and this raises challenges of working in foreign environments.
Maintaining progress while managing a project from a distance requires travel and thus more staff time than for a project in Bahrain and more time communicating across national borders and time zones.

Business practice varies considerably from country to country as do the way consultants and contractors work. The legal basis on which those working on a project and the available skills in a particular location have a significant effect on the management skills required. What will work in the USA does not necessarily work in Egypt.

The SPO team consisting of engineers, architects, quantity surveyors and support staff, operates within the administrative framework of the Ministry of Works and Government as a whole. Consultants and contractors are procured through Tender Board procedures and contracts are according to the State Legal Opinion requirements.

SPO focus is to deliver projects on time, to budget and to a good quality in as efficient a manner as possible whether the task is procurement, site operations or expediting payments to consultants and contractors.
Current projects include a 38-storey government investment building. Office building for the Nawab and diplomatic work in Bahrain and overseas.

Projects completed over the past years in sports field a Hostel at Isa Town, re-roofing, providing a new running track and spectator’s seats for the National Stadium and three sports halls at Isa Town.
Project values range from under BD100,000/- to BD28,000,000/- with projects of more than this on hold.
