The Materials Engineering Directorate (MED) in Works Affairs is responsible for quality assurance of all basic construction materials used in government projects in the Kingdom of Bahrain. The objective of MED services is to have high quality construction projects by ensuring that all materials and their applications in construction works are fully complying with the approved specifications.

Materials Engineering Department performs its functions through laboratory tests of materials and implementation of the quality assurance program for government projects. It also advises on the use of building materials and verifies their suitability in terms of quality, environmental safety, effectiveness and conformity of materials to applicable standards and specifications to ensure the sustainability and resistance meet the expected needs of such buildings and facilities.

In fulfillment to the Ministry’s mission to provide quality public works services, the Directorate ensures that all materials used in buildings, roads as well as sanitary engineering facilities meet or exceed approved project specifications and standards. Another role of the Directorate is to continuously review and modify materials specifications to meet future development demands whilst utilizing local materials in a cost-effective manner.

MED is also undertaking the important role of setting standards, preparing and updating specifications, methods and procedures etc. for the quality assurance of construction works in the Kingdom of Bahrain.

The Directorate performs its numerous functions through contribution from more than 70 scientists, engineers and technologists staffing its three laboratories, geotechnical engineering and consultancy & research services.

The Cost Engineering Directorate is under the Technical Services Sector in the Ministry of Works, Municipalities Affairs and Urban Planning. The Directorate organizes tendering and purchasing procedures based on the law of tenders and procedures of the Ministry of Finance to achieve optimal efficiency and competition in procurement and tenders. In addition, the Directorate plays a regulatory role in the Kingdom through its administration of the pre-qualification process of companies and contractors, in order to be eligible to submit their bids for projects offered by the Ministry. The responsibilities and functions of the Directorate can be detailed as follows:

  • Manage and develop a cost database and ensure its consistency with market prices, prepare probable costs of the projects and present them to the concerned Directorate to determine the feasibility of carrying out the execution, in addition to re-measurement of the works executed in order to certify payments accordingly.

  • Participate in value engineering studies for the implementation, operation and maintenance of projects to ensure the optimal investment of available resources and provide engineering costs advice for the Ministry's directorates and other government entities if requested.

  • Responsible for the cost estimating of all infrastructure and building projects for the Kingdom, the issuing and the awarding of these projects in accordance with the Tender Board’s and Ministry of Finance’s rules and regulations. The directorate also prepares monthly payments to the contractors and consultants during the progress of projects and settles the final accounts of completed projects.

  • Conduct cost auditing for completed projects, prepare final accounts and prepare cash flow for the tendered projects and obtain approval from Ministry of Finance.

  • Manage the process of rehabilitation of contractors according to an approved mechanism in coordination with the Tender Board, award tenders, prepare contract agreements and ensure the validity of bonds and insurances.

The Information Technology Directorate (ITD) is responsible for providing technical expertise and advice on all IT issues. The Directorate draws up a strategic plan for the Ministry’s information systems based on the current and future requirements of the Ministry and in co-ordination with senior management and various other directorates.

As a cornerstone of the Ministry’s mission of establishing itself at the forefront of technology and expertise, the Directorate essentially ensures the Ministry’s information systems, applications, databases and networks meet stringent local and global specifications, best practices and standards.
